Germany legalises medical use of cannabis

Yesterday, the German Bundestag passed a law to legalise cannabis drug for medicinal purposes. The law is to come under effect in March.

Christian Democrats (CDU) lawmaker Rainer Hayek said this law would still prevent recreational use of cannabis. The cost of cannabis is to be covered under health insurance. Patients can buy dried buds or cannabis extracts from pharmacies with a prescription or get synthetic derivatives from other countries, though possession of the drug in large quantities is not allowed.

Cannabis cultivation is to be monitored by the government. Germany has joined other European countries such as Austria, Spain, France, Italy, Portugal and Netherlands in legalising the drug to some extent.

In October, a 53-year-old multiple sclerosis patient showed cannabis was the only solution to reduce his pain, and the court granted him permission to grow as many as 130 plants in one year for personal use. Washington, D.C. —When you mix a shopping cart, six team members, bar hopping and bonus points for schmoozing bar hostesses and sabotaging your enemies, you get the annual Washington, D.C. Idiotarod race. On Saturday, this bizarre fund raising event, which originated in San Francisco 13 years ago, pitted teams of “sleds” together to race from bar to bar in Washington, D.C.’s fashionable Dupont Circle and Adams Morgan neighborhoods. Each “sled” consists of a “borrowed” shopping cart and six human dogs to pull the cart. Points are given for originality, the best time and best sabotage of another sled.

The race is held to benefit the Arlington Food Assistance Center and is organized by Ellen Shortill and Kristen Heatherly. Their organization, called “SMASHED” or “Society for Mature Adults Seeking to Help, Entertain and Donate”, takes the position that donating small amounts many times ultimately benefits the smaller charities. Said Shortill, “Our goal is simply to have fun and raise money for those charities that don’t really get any attention.”

The race this year consisted of 22 teams. Although team “Save NOLA” got to the last bar first, teams can win bonus points for (among other things) flirting with bar hosts and hostesses at any of the five bars along the route. The route is approximately 3 miles long, and each team is required to spend at least 20 minutes in each bar. Heatherly noted that “it doesn’t matter who got here first, ultimately its the team with the most credits and the best time that wins.”

Unique among the participants are brothers Pete and Chris Magnuson who are attempting to get on the 10th edition of Amazing Race on CBS. Their team called “Pick Pete and Chris” ran through the streets with t-shirts hawking their website and their fervent desire to be chosen for the next edition of the television show.

Total evacuation of New Orleans planned

A state of emergency has been enacted in New Orleans in the U.S. state of Louisiana today, after the devastating Hurricane Katrina made landfall on Monday. There were earlier erroneous reports by the news media that martial law had been imposed. Mayor Ray Nagin fears that there may be “thousands” of fatalities in his city alone.

Many hospital staff are struggling without power and supplies. As many as 2,500 patients from hospitals in Orleans Parish were to be evacuated, according to US Health and Human Services Secretary Mike Leavitt, but where they could be sent was still uncertain.

Looters are roaming the city and have already ransacked the city’s upscale shopping district on Canal Street. They have been seen on news reports carrying huge bags of stolen goods. Governor Kathleen Blanco announced plans to completely shut down New Orleans and move everybody left there out of the area. A rescue helicopter was shot at, temporarily halting all rescue operations.

Former mayor Marc Morial summed up his view by saying; “We’ve lost our city, I fear it’s potentially like Pompeii.”

Two of the city’s levees on Lake Ponchartrain failed; one with a football-field size breach.Emergency workers dropped sandbags from helicopters into the levee’s breaches,but the water kept coming.

“It appears that now the bowl is beginning to fill — not rapidly but slowly,” said Walter Maestri, an emergency operations manager. New floods swept through the center of New Orleans and water now covers 80 percent of the city with broken gas lines feeding raging fires. In some locations the water is now at a depth of 20 feet (six meters).

The famous French Quarter, initially less affected by flooding, finally also succumbed.

“Get out of town if you can.” said Ed Freytag, a city worker at the temporary City Hall complex. “We’re damn close right now to that worst-case scenario,” said Dave Cohen, a local radio host.

For those that were staying in the Superdome, officials have begun moving them to the long-vacant Astrodome in Houston, Texas.

Claims from British quake may run into “low tens of millions of pounds” – Insurance association reps

Representatives from the British insurance industry have said that the cost of the earthquake which hit Britain early yesterday could be over 10 million GBP. The Association of British Insurers has said in a statement that the cost for the earthquake is “likely to run into the low tens of millions of pounds.”

The Senior claims manager at the UK bank Norwich Union has described the damage by saying that at the moment most insurance claims regarding the earthquake describe “minor damage such as tiles off roofs, breakages inside the homes and brick walls collapsing.” It has also been reported that approximately 1,200 insurance claims were made in the first twelve hours after the earthquake hit Britain.

These reports come one day after the United Kingdom was hit by a 5.2 earthquake. Tremors were reported as widespread as Edinburgh, Manchester, Sheffield, Middlesbrough, Cambridge, London, Birmingham and Southampton .

New Orleans, Louisiana —After Category 4 storm Hurricane Katrina slammed into New Orleans, on the night before August 29, 2005, several flood control constructions failed. Much of the city flooded through the openings. One of these was the flood wall forming one side of the 17th Street Canal, near Lake Pontchartrain. The U.S. Army Corps of Engineers (USACE) is the primary agency for engineering support during such emergencies. A USACE team was assessing the situation in New Orleans on the 29th, water flow was stopped September 2nd, and the breach was closed on September 5th.

World stocks plunge on fears on US recession

Stock prices dropped sharply in Europe and Asia Monday, with fears of economic problems in the United States causing some of the biggest single-day losses in recent years.

In Hong Kong, the Hang Seng index fell 5.5 percent – its biggest fall since the September 11, 2001, terrorist attacks. Losses of between three and seven percent were recorded in India, China, Britain, France, Germany and Canada.

While there are many factors linking national economies, analysts blame recent losses on fears of a recession in the United States.

The United States is the main export market for many overseas businesses. Foreign investors also have bought large stakes in U.S. companies.

When American home loan companies began reporting large numbers of defaulting loans in late 2007, the losses spread to other financial institutions, tightening credit markets and sparking worries about Americans’ high levels of debt.

Last week, President Bush proposed a $145 billion stimulus plan to encourage more consumer spending. But analysts say the measure may not be able to prevent a recession – defined as a broad decline in a nation’s economy over a period of at least six months.

U.S. markets are closed on Monday for Martin Luther King Jr. Day, a national holiday, but stock futures trading indicates further losses are expected when markets reopen Tuesday.
